Law # 53 of 1964, which orders the construction of the Interoceanic Channel at sea level, through the rivers Atrato-Truando.

Law # 53 of 1984, by which the construction of the Interoceanic Canal is ordered through the Atrato-Truando rivers.

Decree # 0927 of 1996 by which it is ordered to establish a Committee at the Ministerial level and orders to compile the existing information to be presented by the Minister of Transportation 45 days later.
This decree was amended by # 1017 of 1996 including the Governors of Antioquia and Choco in the Committee, and the Secretary of the National Planning Department (DNP). The Committee met three times, the report proposes an organization chart and a timetable and has only 10 references.


Law # 1508 of 2012 by which the Public Private Associations (PPPs) and Private Associations (AP) are created for infrastructure projects. DNP is required to submit the preliminary draft and feasibility study. In the case of APP, the Government of Colombia contributes 25% and requires open bidding. The APs have a faster course because they do not need tenders.

The owners of the land according to the IGAC Cadastral Register on June 30, 2014, must be informed of their rights as owners of the Canal Zone in the municipalities of Juradó, Riosucio (Chocó) and Turbo (Antioquia).

 

Law 70 of 1993 states that the owners of most of the Canal Zone are ethnic communities. They must be fully informed of Law 1508 of 2012, which establishes Private Associations and Public Private. For the latter, they should be included in the Development Plan to be discussed by the National Congress as of the first week of February 2015.
